IOM Philippines has an exciting vacancy for a consultant to support the implementation of the Joint Programme "Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE),” which seeks to support the implementation of Global Compact on Migration (GCM) Objectives 6 and 21 in the Philippines. The consultant would provide technical analysis to this Programme, including a gap analysis, development of a national action plan validated through multi-stakeholder engagement and the development of a monitoring and evaluation framework and subsequent training to ensure progress on meeting the GCM objectives in addition to the related Sustainable Development Goals (SDGs).
The Philippines was recently recognised as a GCM "Champion Country" by the UN Network on Migration, reflecting the government's leadership and prioritisation of GCM implementation. The GCM has been mainstreamed in 9 out of 15 main chapters of the updated Philippines Development Plan, and all 23 objectives are featured in the legislation proposing the formulation of the Department of Overseas Filipinos. With this significant national focus on the GCM, the Migration Multi-Partner Trust Fund has directed funds to the BRIDGE Programme, which supports the national implementation of GCM Objective 6 (Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work) and Objective 21 (Cooperate in facilitating safe and dignified return and readmission as well as sustainable reintegration), related to SDG Targets 10.7 and 8.8.
The consultant would be responsible for:
Desk review and gap analysis on the alignment of local policies and programming to GCM Objectives 6 and 21 in the Philippines context.
Development and validation of a National Action Plan (NAP) and related key results-based indicators on meeting GCM Objectives 6 and 21 in the Philippine context.
Establishment of monitoring and evaluation framework and related tools to measure progress on meeting GCM Objectives 8 and 21 and associated SDGs.
Review existing national and international monitoring and evaluation and/or indicator frameworks related to the PDP, GCM, and SDG to identify areas of relevance and complementarity.
Develop and deliver a brief virtual training session on the finalized framework and tools to Government counterparts and country-level UN Migration network end-users who will lead/coordinate the monitoring and evaluation functions of the NAP.
The candidate should have relevant programme/policy experience at the national and international levels, as well as knowledge of recruitment and reintegration policies and practices, as well as international frameworks such as the GCM and SDGs.
