IOM Mission in Armenia is looking for international consultant for short-term consultancy under the “Enhancing Development through Diaspora Engagement in Armenia” Project.
The overall goal of the study is to provide a broad mapping of the Armenian diaspora at the global level with an emphasis on highly skilled diaspora members, as well as a more detailed mapping in two target countries and, based on the mapping, identify and assess best practices in diaspora engagement that are most suited to the Armenian context. The results of the study will be used to inform a communications strategy that enhances the Government of Armenia’s sustained collaboration with relevant diaspora groups and members.
Objectives of the Study:
Through desk-research and analysis of web traffic data, provide demographic and sociological profile of the diaspora, differentiated by country of residence within the major countries of destination for the Armenian diaspora and, where relevant, at the city of residence level;
Using onomastic analysis of databases, provide a professional/occupational profile of highly skilled diaspora;
Through surveys, key informant interviews, and/or focus groups, assess attitudes of diaspora members in two key destination countries, towards Armenia including their degree of engagement in social and political life of Armenia and their interest in engaging in development-related programmes;
Provide an overview of the degree of coordination of the Armenian diaspora in two key communities of destination in terms of activities and associations;
Conduct a mapping and analysis of programmes/projects designed to engage diaspora in development of the country of origin implemented by governments and international organizations, outlining lessons learned and good practices;
Based on the diaspora mapping and knowledge of the Armenian context, provide recommendations of what types of diaspora engagement programmes may be most appropriate and successful in their implementation in Armenia.
Specific Objectives of the Consultancy:
Coordinate the global mapping of Armenian diaspora through implementation of a desk-review of available research as well as through an analysis of web traffic as a means of measuring and deriving information about the Armenian diaspora. The consultant will also coordinate with Namsor for the implementation of an onomastic analysis to map highly skilled Armenian professionals in the diaspora;
Coordinate and implement a more detailed and qualitative mapping of Armenian diaspora in two key countries of destination through the use of more traditional mapping methodologies including surveys, Key Informant Interviews (KII), and Focus Groups (FG), as well as through coordination with Namsor for “big data” mining;
Conduct an analysis of diaspora engagement programmes implemented by governments and international organizations and, based on the diaspora mapping and knowledge of the Armenian context, identify relevant practices and programmes that may be sustainably and successfully implemented in Armenia.
