A new report on the implementation of the UN Security Council resolution 2312 (2016) by the UN Secretary-General, Antonio Guterres, analyses the international efforts to combat human trafficking and smuggling. This report focuses on the situation in Libya, where thousands of migrants and refugees aiming to reach Europe rely on smugglers that, in exchange of high fees, accommodate them in overcrowded and unsafe vessels and rubber boats towards European coasts.
