The National Development Foundation (FUNDE) in collaboration with the Central American Resource Center (CARECEN) pursued an ‘action-research’ project in four municipalities that are characterized by a high rate of emigration and active home town associations in the United States. Namely, these municipalities were Cojutepeque (Cuscatlán), Santa Elena (Usulután), Acajutla (Sonsonate) and Pasaquina (La Unión).
