Legal bases on mainstreaming M&D in the Philippines

Date published

This presentation enumerates and explains the various policies, laws, regulations, etc. in the Philippines on migration that can be used as reference or legal bases in mainstreaming migration and development at the local level.

Foremost of these legal bases is the Migrant Workers Act of 1995 (amended in 2010) which requires the establishment of an OFW desk in localities as well as the conduct of pre-employment orientation seminar in various local governments. Another major legal basis is the Anti-Trafficking in Persons Act of 2002 (amended in 2012) which requires the establishment of the Migrants' Advisory and Information Network in provinces, cities or municipalities.

In addition, the Philippine Development Plan contains at least 60 statements related to migration in 7 out of 9 chapters that can be replicated in the regional or local development plans.
