As I’m sure that today, World Humanitarian Day, many bloggers out there will be frantically typing away on the many worthy issues related to the current ‘Migrant’ or ‘Refugee’ humanitarian crisis, I want to talk about what comes after the essential humanitarian aid we (try to) give to the migrants arriving on our wealthier shores.

Migration and Development Initiative in Western Visayas

Brief description of the initiative

The over-all objective of the project is to optimize the contribution of migration in regional and local development in Western Visayas.  Migration dynamics have a strong potential role in supporting local development processes.  The drivers and impacts of migration are often most strongly felt at the local level.  Communities also have strong ties with their diaspora communities who originate from their area and can be important players in developing players towards the diaspora.  Especially during times of disasters and calamities, overseas Filipinos are strong partners both in the recovery of affected families through their remittances and in rehabilitating efforts through diaspora philanthropy.  The good practices identified by the Joint Migration and Development Initiative Phase I showed the importance of efficiently linking civil society initiatives with local development agendas in order to reach sustainability and impact.  The experimentation of small scale initiatives have had positive effects and contributed to change the degree of activism of local administrations in the field of migration and development (M&D).  However, their involvement remains underdeveloped and many obstacles exist, such as lack of capacities and of efficient and effective coordination within local authorities’ administration and with other stakeholders.

Diaspora led rural development and education in Palahi Village, Phagwara Punjab

Brief description of the initiative

Palahi is located on a link road between Phagwara on the main GT road, and the Hoshiarpur road In Punjab India. It has a population of 3,800, with an equal number of former residents settled abroad. Seventy percent of the working population in the village are agriculturalists, and the village has 548 hectares of irrigated arable land. The village is home to a successful rural polytechnic, which since 1984 has trained over seventeen thousand technical, computer and vocational students. The majority of students are rural, unemployed, male youth, but women are also trained in various courses. The Polytechnic also has seven extension centres around Punjab where young men and women complete various vocational courses.

Brief description of the initiative

Ce projet est né d’un certain nombres de constats alarmants, notamment le taux d’analphabétisme au Maroc qui avoisine les 60%. Ce fléau frappe aussi bien les adultes que les enfants, et de manière plus aiguë, les populations rurales qui arrivent rarement à franchir les portes d’une école (surtout les jeunes filles). Rares sont les villages qui disposent d'infrastructures culturelles (bibliothèques, maisons de jeunes…) voire même d’espaces de documentation (livres scolaires, revues pedagogiques, jeux éducatifs, etc.). Face à cette situation et dans un contexte d'émergence d'un mouvement associatif en milieu rural, une cinquantaine d'associations marocaines et issues de l'immigration ont décidé, en 2000, de lancer un projet de création de bibliothèques rurales. Menés avec et par les associations de ces villages, en partenariat avec IDD et ses associations membres, la réalisation des espaces culturels s'est déroulée en trois étapes : - la construction des espaces culturels (en partenariat avec Architecture et Développement - Maroc et en concertation avec les associations locales), - l’équipement de ces espaces - l’animation des bibliothèques (festivals culturels, théâtre avec les jeunes, cours d’alphabétisation…).
