The UN Network on Migration Core Working Group 2.1 produced this guidance for governments and relevant stakeholders on implementing the GCM.
In accordance with the 360-degree vision of the Global Compact for Safe, Orderly and Regular Migration (GCM), this guidance has been designed as a flexible, self-guided reference document that recognizes that there is no one-size-fits-all approach to GCM implementation. It is a tool for national and local governments and all stakeholders to implement the GCM in their contexts using non-iterative but easy-to-follow steps and activities.
The guidance is delivered in two parts: through a Guide, which provides an overview of the GCM and introduces a process to support governments and other stakeholders with GCM implementation; and a Booklet, which provides substantive information on all 23 GCM objectives, including examples of practical applications. In addition, the draft guidance includes explicit COVID-19 related content to support governments and other stakeholders incorporate COVID-19 considerations into GCM implementation, follow up, and review.
