The UNSG Special Representative Report on Migration has prepared a report recommending better management of migration through international cooperation and ways to strengthen the UN's engagement on migration, as noted in the General Assembly's resolutions 70/302 and 71/1. While the report is aimed at Member States, it is open to all interested parties. The report has three sections: In response to public concern, the introduction argues that states will have a better chance of regaining control over who enters and stays on their territory if they cooperate rather than compete, allowing for safe and legal migration rather than forced underground. There are five policy priorities in this section: (a) managing crisis-related movements and protecting migrants in vulnerable situations; (b) fostering opportunities for labour and skills mobility; and (c) ensuring orderly migration, including refugee protection. To tackle these priorities and gradually broaden the consensus on what a functioning international migration architecture should look like in 2018 and beyond, the final section offers 16 recommendations.
