Over more than a decade, IOM and UNDP – through the Joint Global Programme “Making Migration Work for Sustainable Development” (M4SD) – have pioneered the methodology of mainstreaming migration into development and other sectoral planning to enhance policy coherence and maximize the development potential of human mobility.
The third and final phase of the Programme integrated a policy-into-practice approach, whereby national and local development policies aiming at mainstreaming migration would be implemented through specific community-driven development initiatives. In 11 countries, the Joint Programme has made communities more inclusive and created new opportunities for over 15,000 migrants and community members, nearly half of them women. It also contributed to advancing progress on over 30 indicators and SDG targets.

Join this IPPN Knowledge Café to learn more about the key lessons learned from a decade of practice of mainstreaming migration into development and sectoral planning across different levels of governance. Participants will also exchange on the way forward for solutions at scale that harness the power of well-managed migration to accelerate implementation of the 2030 Agenda.
The session will be moderated by Mr. David Khoudour, Global Human Mobility Adviser, Crisis Bureau – Recovery Solutions and Human Mobility Team, UN Development Programme (UNDP). Keynote speakers for this session include:

About the speakers
David Khoudour (moderator) is Global Human Mobility Adviser within the Recovery Solution and Human Mobility Team at the UNDP Crisis Bureau in New York City, where he spearheads UNDP’s work on migration and forced displacement. Mr Khoudour also worked as Regional Human Mobility Adviser at the UNDP Regional Centre for Latin America and the Caribbean and as Adviser for Migration and Development at the UNDP Colombia Office. Before joining UNDP in 2018, David was the Head of the Migration and Skills Unit at the OECD Development Centre. Until 2010, he was a researcher at CEPII, a French economic think tank, and a lecturer at HEC Paris, the University Paris Nanterre and Sciences Po, from where he holds a Ph.D. in Economics.
Cécile Riallant is the Lead of Human Mobility and Sustainable Development, Department of Data, Insight and Policy Coordination at the International Organization for Migration (IOM). She is also leading IOM’s work to support governments and UN Country Teams implementing the Global Compact on Migration in the context of the UN Network on Migration. Previously, she led the Department of Peace and Development Cooperation ad interim, managed the UN Joint Migration and Development Initiative (JMDI) for UNDP, and served as Deputy Chief of Mission for IOM in Indonesia during the tsunami response. Ms. Riallant is a founding member of the Mayoral Forum, now integrated into the GFMD, and led the development of IOM’s flagship publication, Migration and the 2030 Agenda.
Chintan Tamang, Mayor of Dhankuta Municipality, Nepal, since 2017, was re-elected in 2022. Known for championing social movements and community interests, he has made Dhankuta one of Nepal's cleanest cities and a safe haven for indigenous households. Mr. Tamang's declaration of Dhankuta as the capital of Avocado has boosted the local economy. He has collaborated with international aid agencies to support tribal communities, women, and the economically disadvantaged. His initiatives address climate change impacts on agriculture, aid COVID-19 job loss returnees, and improve water source protection. His dedication and transparency have significantly contributed to Dhankuta's progress.
The Integrated Policy Practitioners' Network (IPPN) is a one-stop-shop for integrated policy practitioners, operating as a knowledge hub for the global community. IPPN aims to link existing efforts on SDG integration across UN agencies and beyond, and enabling cross-pollination and learning to enhance the UN System-wide capability to practice and deliver high-quality integrated policy support. IPPN is a joint effort under the auspices of the UNSDG Task Team on Integrated Policy Support.
